About this Dataset
Poland's non-household electricity price stood at 0.2 EUR per kWh (incl. taxes) in 2025, down 6.5% from the year before. That decline follows two years of much sharper moves: the price jumped 29.9% in 2022 and a further 49.1% in 2023 as the European energy crisis pushed through to end-user tariffs, before easing 1.6% in 2024 and 6.5% in 2025. The 2023 peak of 0.3 EUR per kWh was the highest reading in the eighteen-year series; the lowest, 0.1 EUR per kWh, came in 2016, near the bottom of a decade of flat pre-crisis pricing.
Eurostat's "non-household" category is not the same as heavy industry: it blends manufacturing, services and public-sector consumers into consumption bands, and the price an individual business pays depends heavily on which band it falls into. A small workshop and a steel plant can face materially different rates even though both are captured in this same series.

The 2022–2023 spike and subsequent retreat are the dominant feature of the series. Non-household tariffs in Poland roughly tracked the wholesale gas and power shock that hit the whole EU following the disruption to Russian pipeline supply, then gave back some of that increase as wholesale prices normalised and government relief measures phased through to contracted rates. The two consecutive annual declines in 2024 and 2025 suggest the pass-through from lower wholesale prices to end-user contracts is still working through the system rather than complete.
For an analyst modelling operating costs in Poland, the practical takeaway is that the current 0.2 EUR per kWh reading sits well above the pre-crisis norm (the series held near 0.1 EUR per kWh for most of 2008 through 2019) even after two years of declines. Energy-intensive manufacturers with Polish operations are pricing from a materially higher cost base than they were before 2021, and the pace of further normalisation is not yet established from two data points alone. Comparing Poland's trajectory against neighbouring markets is the more useful next step, since exposure to the same wholesale shock played out differently across national tax and subsidy regimes.
