Including all taxes and levies, households in Germany pay 0.3852 EUR per kilowatt-hour against 0.1061 in Hungary — a factor of more than three within a single integrated electricity market. The panel average is 0.2485 EUR per kWh, +0.0091 on 2024.

Wholesale power prices converge across interconnected European markets. Retail prices do not, because what households pay is mostly taxes, network charges and levies set nationally.

Germany, Ireland, Belgium and Denmark occupy the top of the table. Germany's position is largely policy: decades of renewable-support levies and among the highest electricity taxation in the EU. At the other end, Hungary, Malta and Bulgaria hold household tariffs down through regulation or subsidy. That lowers the metered price without lowering the cost, which reappears in public budgets or in what industrial users pay. Comparing this table with the industrial price ranking shows where that cross-subsidy is largest.

Every row is the figure published for 2025; no value is carried over from an adjacent year to fill a gap. The chart tracks a fixed panel of 26 countries: those reporting in every year from 2007. The line therefore moves because the countries moved, not because the sample changed. Prices are for the medium household consumption band (2,500–5,000 kWh a year) and cover the annual average of the two semi-annual collection periods.
