Finland and Ireland are well clear of the rest: both combine large ICT, finance and public-administration sectors with near-universal broadband and management practice that had already normalised distance working before 2020."},{"question":"Does this include hybrid working?","answer":"No. Eurostat separates people who usually work from home, meaning most working days, from those who sometimes do. This table counts only the first group, so it measures how many Europeans have largely stopped commuting rather than how many work from home at all. The hybrid population is considerably larger in every country here, and any read-across to office demand needs both series."},{"question":"Has remote work in Europe stopped growing?","answer":"On this measure, yes. The panel average was 8.6% in 2025, -0.1pp on 2024, and the chart shows almost the entire shift concentrated in 2020 and 2021 with little movement since. Return-to-office mandates and continued growth in remote-capable employment have roughly cancelled out. The distribution is what keeps changing: the countries that were already high have held their gains, while several southern and eastern European countries never made the move at all."}]}
