Among the rest, Estonia, Romania, Latvia and Bulgaria lead, all running well above the headline inflation rate in their own economies."},{"question":"Why is food inflation higher than headline inflation?","answer":"The panel average for food was 4.7% against a lower average for the overall index. Food prices respond to input costs — energy for fertiliser, processing and transport, plus wages in a labour-intensive retail chain — with a lag of roughly a year, so food is still working through cost increases that energy has already reversed. Weather-driven crop losses in cocoa, coffee and olive oil have added to it."},{"question":"Why does food inflation matter more than the headline rate for some households?","answer":"Because food is a much larger share of spending at the bottom of the income distribution. A household in the lowest income quintile in eastern Europe can spend a quarter or more of its budget on food, against under a tenth for a high-income household in western Europe. The same national inflation rate therefore represents a materially different loss of purchasing power depending on where a household sits, which is why food inflation drives the politics of the cost of living more than the headline number does."}]}
