The leaders are the same countries that lead on cloud computing and e-commerce adoption; AI is arriving on top of existing digital infrastructure rather than leapfrogging it."},{"question":"What counts as using AI in this survey?","answer":"Eurostat asks whether the enterprise uses any of a defined list of technologies: text mining and natural language processing, speech recognition, image recognition, machine learning for data analysis, autonomous robots or vehicles, and AI-based process automation. A firm that has adopted a single one of these, in any part of the business, counts as a user. The measure therefore captures breadth of adoption rather than depth, and a high national share does not imply intensive use."},{"question":"How fast is AI adoption growing in Europe?","answer":"The panel average reached 19.9% in 2025, +6.1pp on 2024. The chart's short window is a feature of the data rather than the phenomenon — Eurostat only began asking the question in 2021, and did not run it in 2022. Growth has been fastest in the countries that started highest, so the spread between leaders and laggards has widened rather than narrowed."}]}
